To all:

I am writing to give you all the CPL's responce to the Director's letter to all staff on Friday. As I said after seeing this, the Council was unaware of a letter coming out to all staff. We have been briefed on the budget, Regional VP's were in the process of being briefed on the budget also.

Since seeing the letter, here is the CPL's response so far:

1. We are filing to bargain over the issues involved in the letter.

2. We have contacted AFGE's communications department and are working on press releases and interviews with the press.

3. We are preparing a letter which, along with the Director's letter, which will be dropped on Capitol Hill on Thursday of this week to the Judiciary Committees, Appropriations Committees in the House and Senate.

4. We are producing radio advertisement to play in selected areas regarding Bush's cuts to our budget.

5. We are tying these cuts to the overall cuts that the Bush Administration is pushing on the BOP. We are not blaming the BOP for this, we are blaming the Bush Administration.

What we need the locals to do:

We need each local to contact their member of Congress and the Senate. We will be providing a boiler plate letter you can send with in the next few days.

We will be providing editorial's for the papers and we need locals to submit this to their local papers.

I need you to e-mail me with made up management postions or expenditures that you as locals don' t agree with from your institutions. They must be factual and provable. I will take these to the Director on Friday when we discuss the budget.

I hope this gives you an idea of where we are going and that we are addressing this issue. Please get this out to your membership as well.
