SUBJECT: Holiday Staffing Schedule
TO: Physicians, Mid Level Practitioners (MLP), Nurses, Health Technicians(HT).
As a result of discussion with the bargaining unit
employees and Tim Allport ,Loca 709, President,
we will implement the following change in working conditions effective
immediately:
• Following submission of annual leave request in December of each year and the
granting of that leave consistent with the master agreement, we will establish
coverage for paid federal holiday shifts.
• The names of staff in the following position descriptions will be placed in a hat.
MLP, RN, LPN, HT, Supervisory MLP. One name will be drawn, at random, to
cover each of the two manned shifts per holiday. When a MLP is chosen for a
holiday the shift assigned will be evenings by default. In the event that two MLPs
pull the same holiday the first chosen will be day shift and the second will cover
the evening.
• In the event that a name is drawn for a holiday shift on a holiday for which that
staff member has been granted annual leave, the name will be returned to the hat
and drawing will continue until the holiday is scheduled.
• If a staff member chooses to volunteer for additional holidays this will be allowed
by mutual agreement with the staff member chosen in the drawing. A memo
signed by both parties will need to be submitted to the Supervisory MLP.
• The drawing will be conducted each December by the Health Services
Administrator (or Acting) and a member of the bargaining unit.
• Following the establishment of the annual leave schedule in December and the
designation of holiday coverage the on-call schedule will be assigned equitably
and equally in accordance with current policy and the master agreement.
Specifically if the rotation has the staff member pulling call responsibility during
their leave the on-call schedule will be adjusted to swap duty with the next
regularly occurring on-call for the counterpart
(i.e. MLPI with MLP2 or SMLP, MD 1
with 1VID2). This will affect only the rotation cycle involved in the leave
granting.
• If a staff member requests leave after
establishment of the schedule it will be that staff
members responsibility to secure coverage via mutually agreed swap of
responsibility for any
holiday or on call assigned to him/her during the requested leave prior
to leave being granted.
• Should overtime costs become an adverse impact
on the departmental budget as a result
of this agreement, the administration reserves the right
to renegotiate the procedure to decrease
the impact at that time.
